Good afternoon.
I am a credentialed lead-based paint inspector for the United States Environmental Protection Agency, Region 4 (the EPA), in Atlanta, Georgia. I visited your office on __________________, 2025, to conduct a neutral scheme compliance monitoring inspection. I met with ___________________________________ who signed the Notice of Inspection form. I gave her an inspection packet that she said she would give to you and she said she would ask you to contact me. I am following up to request return of the signed Confidential Business Information Notice via email.
The inspection is random and is being conducted in accordance with the following:
- EPA Lead Residential Lead-Based Paint Disclosure Rule under the Toxic Substances Control Act Section 1018 of Title X; and
- Sections 402(c) and 406(b) of the Toxic Substances Control Act (TSCA) and TSCA Lead-based Paint Renovation, Repair and Painting Rule (RRP Rule) regulations at 40 C.F.R. Part 745.
Next, the EPA will inquire about your company’s sale and/or management of pre-1978 residential properties for activities regulated under the Lead-based Paint Disclosure Rule and the TSCA Lead-based Paint RRP Rule and discuss activities for the past three years. These will include but not be limited to the following:
- Information relating to ownership and management of your company including information of key company leadership as registered with the secretary of state and their contact information (title, address, phone number and email address)
- The corporate organizational structure of your company
- Brief explanation of the nature of your company’s business
- Leasing process to include the process of documentation and signatures of all things related to the Lead-Based Paint Rule
- List of national inventory of target housing (pre-1978) properties owned and/or managed by your company to include the address, year built and number of units for each property
- List of all pre-1978 property sales where your company acted as the seller’s agent in the last three years
- Lease agreements and contracts for the past three years
- Sale contracts in which your company acted as the seller’s agent in the last three years
Note: Upon The EPA’s receipt of your company’s inventory of target housing owned and/or managed by your company and a list of property sales, and sale contracts, the EPA will randomly select a small percentage of agreements and contracts and request that your company provide copies of the documents to the EPA for review
- Property management agreements for pre-1978 properties your company manages
- Any known lead-based paint and/or lead-based paint hazards in each pre-1978 property managed, sold or leased
- Records of any lead-based paint abatement, renovation or repairs and any lead-based paint testing, inspections and assessment reports for each pre-1978 property sold, managed or leased
- Copies of work order logs or reports for all pre-1978 leased properties managed or owned for the past three years
Initially, the EPA requests that you please provide the following:

- A list of pre-1978 properties which your company manages along with addresses and the year constructed. If any are multi-family, please list the number of units at the address.
2. A list of sale contracts in which your company acted as the seller’s agent in the last three years for sale of residential properties built before 1978 to include addresses and year constructed.
